He works as a senior economist at the Labor Markets and Social Security Division at the Inter-American Development Bank (IDB) since August 2017. Oliver leads operations and research projects focused on digital social security, the future of work, and evaluation. In 2020, he has worked to respond to how technology can facilitate job recovery after COVID-19, and he is also coordinator of the IDB Retirement Savings Laboratory. Oliver joined the IDB in 2012 in the Office of Evaluation and Oversight (OVE). Before joining the IDB, Oliver worked as a researcher evaluating the effect of social protection programs on labor markets and designing impact evaluations on financial education and pensions. In the Mexican public sector, he has served as Director of Social Prospective at the Secretariat of Social Development (SEDESOL) and Project Manager at the Mexican Pension Funds Regulator (CONSAR). He earned a Ph.D. in Public Policy from the University of Chicago and was a postdoctoral fellow at Yale University. He received a bachelor’s degree in economics from ITAM and has a diploma in the reform of pension systems from the Harvard Institute for International Development. He is co-author of two books and several specialized articles.
